      <image:caption>Human Rights Campaign The Case It is already difficult to remember how uncertain the prospects looked for winning a ballot initiative on marriage equality even as late as the summer of 2012. While national polls had shown that Americans were rapidly evolving on the issue, LGBT activists knew that (a) they had never won before on a popular vote, in over 30 attempts; (b) many polls in previous campaigns had suggested victory was at hand, only to have a loss on election day; and (c) many major funders had grown weary of funding these fights based on what they viewed as overly rosy predictions. The Human Rights Campaign, the largest LGBT equality group in the U.S., hired Victoria Research &amp; Consulting in July 2012 to conduct four simultaneous polls in the 4 states that had marriage related ballot initiatives in November 2012 – Maine, Maryland, Minnesota, and Washington. The goal was to provide a reliable and uniform set of numbers to help funders and advocates understand the strengths, weaknesses, and likelihood of success for each state campaign and to make funding, tactical, and ballot language decisions. What We Did VRC was responsible for designing and fielding each survey and for developing methodologies to ensure that hidden opponents were accounted for properly in each state.  Victoria Research evaluated language choices for states where ballot language had yet to be finalized and tested final ballot language in other states in order to assess the effects. Lastly, VRC helped funders decide how to make difficult allocation decisions based on the findings of the surveys and on other strategic information from each state.  The Result In an unprecedented victory, all 4 state campaigns were successful, with 3 of them winning voter approval for marriage equality. In Minnesota, an anti-marriage (1 man 1 woman) amendment was defeated, and the state legislature passed marriage equality in 2013.</image:caption>

      <image:title>Case Studies - Democratic Super PAC</image:title>
      <image:caption> House Majority PAC The Case In 2010, with the help of Karl Rove and the Koch Brothers, Republican interest groups outspent Democratic groups $73million to $26million, nearly 3-to-1. The effects were devastating, 39 net seats gained by Republicans and the control of the House of Representatives. The House Majority PAC was created in order to narrow the gap between Republican and Democrat money. What We Did Victoria Research worked with a group of other highly skilled consultants to make up an election team. Our goal was to target Congressional challenger races wherein the Democratic candidate was going to be severely outspent, especially when super PAC spending was considered. These are the races where outside money can make all the difference. Our team ran a number of outside campaigns in districts all around the country based on message testing and targets provided by Victoria Research. The Result Through the 2012 election, outside spending was narrowed to a gap of roughly 1 Democratic dollar spent for every 1.5 Republican dollar ($80M to $107M). The Victoria Research team helped build a strategy that won 4 Congressional elections that might have otherwise proved out of reach.</image:caption>

      <image:caption>Fight Back New York The Case In March 2010, a group of donors and activists created Fight Back New York – what would become the first-ever public campaign to identify and replace anti-marriage legislators through aggressive, strategic electoral work. Fight Back NY ensured three new marriage votes through constant independent expenditure communications with voters in four special, primary, and general elections. With supporters who donated over $790,000, our bipartisan effort sent a clear signal to Albany: New Yorkers would fight back against those who stand in the way of equality. What We Did Victoria Research was tasked with identifying the most vulnerable members of the State Senate who voted against marriage equality in 2009, and identifying their electoral weaknesses.  We also tested whether voters in each district would care that this was an LGBT equality-backed effort. The Result The FBNY campaign won all 4 of the elections we targeted.  When it seemed likely that Republicans might retake control of the State Senate, Dean Skelos, the prospective new Majority Leader, announced on Oct. 12, 2010 that he would recommend and allow a new marriage bill to come to the floor for a vote under his leadership – the first Republican-led legislative body in the nation to do so.  Marriage equality for all New Yorkers was passed in the Senate chamber June 24, 2011 and was signed into law by Governor Cuomo.</image:caption>

      <image:caption>Congresswoman Betty Sutton Ohio 13 CD The Case When Sherrod Brown gave up his seat in Ohio’s 13th CD for a Senate run, there was no shortage of people throwing their hats into the ring including: a well-known former congressman, the brother of a presidential candidate, a shopping mall heiress, and a mayor or two. The Democratic primary was truly shaping up to be a free-for-all. What We Did Victoria Research worked closely with EMILY’s List Women Vote! to support the candidacy of a little-known former legislator named Betty Sutton. She started out at 4% of the vote in our initial polling. In just 13 weeks, EMILY’s List and Victoria Research worked diligently to define Sutton’s many opponents. This allowed her campaign to spend their time and dollars introducing Sutton to the voters and talking about her priorities. The Result In a short campaign, Betty Sutton went from fourth place to first in the actual vote, winning the 8-candidate primary with 31% of the vote.</image:caption>

      <image:caption>Congressman Dave Loebsack Iowa 2 CD The Case The Democratic Congressional Campaign Committee (DCCC) first ran its highly successful “Red to Blue” strategy in 2006. The goal was to get donors and other campaign partners to concentrate efforts on a list of races the DCCC felt had the best odds of winning. Only two challengers not on that list won in the 2006 return to majority status for the Democrats; one of them was Dave Loebsack of Iowa. Congressman Dave Loebsack defeated 15-term incumbent Jim Leach in an election The Almanac of American Politics called “a stunning upset.” What We Did Victoria Research worked with the Loebsack campaign to identify Leach’s vulnerability, and to show Leach was not the independent Republican he claimed to be, but rather part of the problem with GOP leadership in Washington. The Result Dave Loebsack defeated Jim Leach, 51-49%.</image:caption>

      <image:caption>Michigan Coalition for Progress The Case In 2006, the Michigan Coalition for Progress, a 527 organization, was formed to build a progressive Michigan.  No small challenge considering at the time both legislative houses were under Republican control and the Democratic governor was falling behind in a race against a self-funding multi-millionaire. What We Did Victoria Research worked from the group’s inception to develop a strategy to protect and support the governor’s campaign. At the same time a strategy was developed to convince a key swing segment of the vote that the legislative Republicans were standing in the governor’s way and preventing real change. This downloadable ringtone was extremely popular during the campaign, and a novel approach in 2006. The Result The Governor was re-elected with 56% of the vote, and the Coalition’s work in targeted legislative seats returned the House to Democratic control.   </image:caption>

      <image:caption>Attorney General Lori Swanson Minnesota The Case As Solicitor General and a former Deputy Attorney General for the state of Minnesota, Lori Swanson had all of the legal skills needed for the job of Attorney General, but she had never run for elective office before.  She defeated two better-known Democratic politicians in the primary, and faced a Republican and an Independence Party candidate in the general election,  scarcely 8 weeks after the primary. What We Did Victoria Research worked with the Swanson campaign to identify issues that helped Swanson stand out from her better-known counterparts in the primary, and carried that momentum and through the general election. The Result Lori Swanson was elected as Minnesota’s first female Attorney General, and one of only eight currently serving in the United States.</image:caption>

      <image:title>Case Studies - Crowded Primaries - Mayoral</image:title>
      <image:caption>Mayor Mark Mallory Cincinnati, Ohio The Case Cincinnati had been buffeted by riots set off by police shootings of young African Americans, and a subsequent boycott of the city led by the NAACP. An open mayoral race brought out many Democratic candidates, including State Senator Mark Mallory. His competition included at least three candidates who were better known in the city, and four other African Americans.  In a city where the predicted primary vote was expected to be only 35% African American, the expectation was that this vote would split amongst several candidates. It appeared the one well-known non-minority candidate had the upper hand.  What We Did Victoria Research worked with the Mallory campaign to identify a path to victory by bringing together a diverse coalition of business leaders, African Americans, and progressives to focus on helping the city heal its wounds and turning to a new page in its history. The Result Mark Mallory was the first African American to be directly elected Mayor of Cincinnati since Reconstruction.</image:caption>
